Product Type

Product Type — Select one product type. Note that selecting a product type will open additional fields for the record because specific metadata is required for each product type.

  • Technical/Workshop Report — Identify the type of technical report provided.
  • Conference/Event Paper or Presentation/Proceedings — Provide all available conference information (title, location, and dates, as well as sponsoring organization). An agenda alone should not be submitted. Also provide any associated journal information for this conference, if applicable. OSTI will assign a DOI to Conference Posters or Presentations (if one has not already been assigned). OSTI does not assign DOIs to Conference Papers or Proceedings.


    Conference Type Definitions:
    • Conference Paper — a paper presented at a conference
    • Conference Proceedings — the compilation of a group of papers from a conference
    • Conference Presentation — a recording (provide URL) or slides of an oral presentation given at a conference
    • Conference Poster — the presentation of research information in the form of a paper poster displayed at a conference
  • Journal Article — Select one of the following and provide all available journal article information:
    • Announcement Citation Only — If providing journal citation data, but full-text article is not being uploaded.
    • Manuscript
    • Final, Peer-Reviewed Accepted Manuscript
    • Open Access Article — An open access (OA) article is a published article that is available online permanently for free, immediate use without requiring a subscription.

STI Product Date — The date the STI was created. If no date is present on STI, use the date this is submitted to OSTI. For Accepted Manuscript of Journal Articles, please use the online publication date.

Document Information

DOI — Digital Object Identifiers (DOI) are persistent identifiers assigned to research outputs. If a DOI has already been assigned, provide it with the record being submitted. If the [dataset/technical report/conference poster or presentation] does not already have a DOI, one will be assigned to it by OSTI.

Example: https://doi.org/10.2172/XXXXXXX.

Title — The descriptive or general heading given to the STI being submitted.

Description — Provide a clear, concise, and publicly releasable English language summary of the information content. To fill this field, you can cut and paste from any word processing file.

Keywords — These are words or phrases that describe the content of this product. More than one keyword may be entered.

Subject Categories — Select one or more categories from the list provided. Select them in order of relevance to the product. You can review the list of subject category descriptions on the Authorities page.

Report Number — This unique identifier may be assigned by you, your org, lab, or university to internally name this report. Use DOE, an acronym that identifies the awardee, and the final five to seven characters from your contract or grant number.

Example: For grant #SC0016524, with Yale University, the report number would be: DOE-YALE-16524 or DOE-YALE-SC16524. If the contract or grant requires more than one technical report, you may use a suffix to identify them.

Authors & Contributors — Authors are the main scientists, researchers, or organizations involved in creating, authoring, or producing the research output/scientific and technical information resource. Contributors are people or organizations who may have been involved in acquiring resources, collecting data, analyzing resources, developing methodologies, validating information, visualizing data, or otherwise contributing the output, but would not be considered authors.

Examples of Authors: Authors of a journal article; creators of the dataset; presenter of a conference poster; author of a technical report.

Examples of Contributors: A person who edited the technical report; a person who developed the methodology used to develop the journal article; a person who curated the dataset; a person who acquired the funding to purchase an instrument used for data collection.

Note: Authors and Contributors can vary by discipline, community, or lab. It's up to the STI creators/submitters to make that determination.

Type — The default type is Author. To indicate an individual's role, select a contributor type from the list.

Type Description
Author Person or organization credited as a writer or creator of the resource.
Chair Person who provided leadership or supervision of the production of the resource. Typically used for theses or dissertations.
Contact Person Person with knowledge of how to access, troubleshoot, or otherwise field issues related to the resource.
Data Collector Person/institution responsible for finding or gathering/collecting data under the guidelines of the author(s) or Principal Investigator (PI).
Data Curator Person tasked with reviewing, enhancing, cleaning, or standardizing metadata and the associated data submitted for storage, use, and maintenance within a data center or repository.
Data Manager Person (or organization with a staff of data managers, such as a data center) responsible for maintaining the finished resource.
Distributor Institution tasked with responsibility to generate/disseminate copies of the resource in either electronic or print form.
Editor A person who oversees the details related to the publication format of the resource.
External Reviewer A reviewer external to the original organization who provided review of the resource.
Hosting Institution Typically, the organization allowing the resource to be available on the internet through the provision of its hardware/software/operating support.
Other Any person or institution making a significant contribution to the development and/or maintenance of the resource, but whose contribution is not adequately described by any of the other values.
Producer Typically, a person or organization responsible for the artistry and form of a media product.
Project Leader Person officially designated as head of project team or sub- project team instrumental in the work necessary to development of the resource.
Project Manager Person officially designated as manager of a project. Project may consist of one or many project teams and sub-teams.
Project Member Person on the membership list of a designated project/project team.
Reader Person who read resource material. May or may not be the original creator of the resource.
Registration Agency Institution/organization officially appointed by a Registration Authority to handle specific tasks within a defined area of responsibility.
Registration Authority A standards-setting body from which Registration Agencies obtain official recognition and guidance.
Research Group Typically refers to a group of individuals with a lab, department, or division that has a specifically defined focus of activity.
Researcher A person involved in analyzing data or the results of an experiment or formal study. May indicate an intern or assistant to one of the authors who helped with research but who was not so "key" as to be listed as an author.
Review Assistant Person who assisted or facilitated the review of the resource, typically through the peer review process.
Reviewer Person who provided review of the resource, typically through the peer review process.
Rights Holder Person or institution owning or managing property rights, including intellectual property rights over the resource.
Sponsor Person or organization that issued a contract or under the auspices of which a work has been written, printed, published, developed, etc.
Stats Reviewer Person who provided technical review of the statistics, methods, or otherwise, of the resource.
Supervisor Designated administrator over one or more groups/teams working to produce a resource, or over one or more steps of a development process.
Translator Person who translated the resource from its source language into another language.
Work Package Leader A Work Package is a recognized data product, not all of which is included in publication. The package, instead, may include notes, discarded documents, etc. The Work Package Leader is responsible for ensuring the comprehensive contents, versioning, and availability of the Work Package during the development of the resource.

ORCID iD — A persistent identifier for individuals/authors/researchers that allows people to distinguish themselves from others. ORCID iDs help people and computers better identify individuals and their contributions.


Author Affiliations — Any organization(s) the author/contributor may be affiliated with. More than one affiliation can be provided. Begin typing the name of the affiliation to see a list of organizations. If the organization is not listed, type the full name of the organization.

Sponsoring Organization — The name(s) DOE program office (e.g., Office of Science or SC) and other organizations that provided funding for the scientific and technical report/product. For projects funded by more than one program office, indicate all sources of the DOE funding in descending order of dollar amount of funding appropriated. If you do not know the sponsoring DOE program office, select USDOE.

DOE Contract/Grant Number — A contract/grant number assigned by the DOE sponsoring research office.


Non-DOE Contract/Grant Number — A funding number or identifier assigned by a funding organization outside of DOE.


Award DOI — A digital object identifier (DOI) assigned to an award by the sponsoring/funding organization. Award DOIs are still new; therefore, most sponsoring awards will not yet have an award DOI. Award DOIs are assigned by the sponsoring/funding organization. If you have an award DOI, you would have received it from your funding organization/funding office.

Distribution Limitations — These controls are part of the Controlled Unclassified Information (CUI) Program, which standardizes how the government handles information that requires safeguarding. Within DOE, CUI includes: Unclassified Controlled Nuclear Information (UCNI); Official Use Only (OUO), which includes Personally Identifiable Information (PII), Export Controlled Information (ECI) and other unclassified sensitive information not governed by specific directives; Unclassified Naval Nuclear Propulsion Information (U-NNPI). The list below contains the Distribution Limitation types:

Information produced in the performance of a CRADA that is marked as being Protected CRADA Information by a party to the agreement and that would have been proprietary information had it been obtained from a non-Federal entity or products containing Protected Battery Information.

Federal agencies are authorized to withhold from public disclosure any invention in which the Government owns or may own a right, title, or interest, for a reasonable length of time so that a patent application can be filed.

nnpi Naval Nuclear Propulsion Info

Information concerning the design, arrangement, development, manufacture, testing, operation, administration, training, maintenance, and repair of propulsion plants of naval nuclear-powered ships and prototypes, including the associated shipboard and shore-based nuclear support facilities.
cui Controlled Unclassified Information (include detail in text OR in access_limitation_other tag)

OpenNet — Under DOE O 475.2B, "Identifying Classified Information" these instances must be entered into the OpenNet database managed by OSTI for the Office of Classification. These records can be entered in E-Link and will not have to be reentered into OpenNet database.

  1. Documents that have been declassified and determined eligible to be released to the public. This does not apply to documents declassified under sections 3.3 Automatic Declassification or 3.4 Systematic Declassification Review of E.O. 13526.
  2. Mandatory Declassification Review (MDR) requests once the classified and unclassified information exempt from public release is redacted.
  3. The redacted copy of FOIA requests for matter containing classified information. All matter must also be reviewed to ensure they do not contain Controlled Unclassified Information (CUI) prior to public release under DOE O 471.7, "Controlled Unclassified Information".

STI Product Identifiers

DOE Contract/Grant Numbers — The format should be: two alphabetic characters and seven digits; or 8 numeric characters, 3 alphabetic characters, and 6 numeric characters; or two alphabetic characters, two numeric characters, a dash, two-digit year, two alphabetic characters, and a five digit number. Do not include the "DE-" at the beginning.

R&D Project ID — Enter the unique and permanent Project ID assigned to the project itself by the Operations Office, DOE Program Office, laboratory, or other installation to identify a particular research project. Multiples may be provided, separate multiple entries with a semicolon and a space. Sample formats: P/ORNL-2533; TTP/RL439005.

Work Proposal Number(s), Revision Number — Any format and multiple entries are accepted

Work Authorization Number(s), Revision Number — Any format and multiple entries are accepted.

Non-DOE Contract/Grant Numbers — A funding number or identifier assigned by a funding organization outside of DOE.

Other Identifying Numbers — Identifiers that do not fit into more specific fields available. Examples include identifiers assigned by universities, domain specific repositories, or preprint services. Any format and multiple entries are accepted.

Additional Helpful Information

Public Access — The Department of Energy Public Access Plan (June 2023) describes how DOE-funded research and digital data is made available to the public and how DOE uses persistent identifiers to help ensure scientific and research integrity.

Dataset Landing Page (Dataset only) — The URL that resolves to a publicly facing page (without login required) that provides information about and access to the data. The landing page must include a direct link to the data and/or its component files, or information on how to request access. URLs must be a valid https:// link in order to be accepted. Do not enter the direct URL link to the data.

DOI Infix (Dataset only) — The DOI infix field allows you to optionally provide an alphanumeric character string (limited to 50 characters) in your record that adds "intelligence" to the DOI assigned. The infix is inserted between the unique prefix for the organization and the unique OSTI ID that forms the suffix.

A DOI can contain three components. The prefix is the first component and is assigned by the DOI registration agency. The infix is the optional second component that can contain information from the STI submitter that is useful to the originating site organization, such as the project or repository names. Once a DOI Infix is submitted to OSTI, it cannot be edited because it is part of the DOI string. The suffix is an internal identifier assigned by OSTI, the OSTI ID.

Dataset Title (Dataset only) — The title of the data object. Please be as descriptive as possible to help with discoverability of the record.
